When is it not necessary to have a rebar/wire mesh on a concrete? Is 2500 psi enough?

I live in So California where it is pretty hot during summer.
The concrete is an addition to an existing patio and also extending to the sides of the house. I am concerned about cracking. Contractor says no rebar/ no wire mesh necessary and he is using 2500 psi city sidewalk,curb mix.
